The terms of reference were:
'To review the Charter, Byelaws and Regulations of the Society and the organisation of the Society with particular refence to:
(1) the categories of Fellows, Associates and other interested persons such as Lifewatch members;
(2) the status of the persons mentioned in (1) and the facilities that should be provided for them;
(3) the rates of subscription that should be levied in the light of any changes in (1) and (2);
the rules governing the nomination and election of members of the Council;
(5) the arrangements for meetings of members of the Society, whether formal or informal, in order to facilitate contact by members with the Officers and Council and the exchange of views."

Whilst we do not use the 'Royal' prefix in our official title, ZSL received its first royal charter in 1829, from King George IV. We have had the patronage of the English monarchy since then, with Queen Elizabeth II being our current Royal patron.

Papers relating to changes in the ZSL Charter and Bylaws. The majority of these papers are on the controversy caused by the intention to open London Zoo to the public on Sunday mornings, formerly the preserve of ZSL Fellows. A group of Fellows formed the 'FZS Committee', under the Chairmanship of Mr RJ Knowles, to fight ZSL Council. The changes in the Bylaws were voted on and approved by the Fellowship, but this was then challenged by Knowles who took ZSL to the High Court and won. Knowles finally lost at the Court of Appeal. Three years later ZSL was granted a new Charter and Bylaws.
